The european sport cities in the northern region of Portugal: implications for the development of local sport

Abstract

The municipalities, which are the public entities closest to the community that implement municipal sports policies, remained in the perspective that sport is a right for all citizens. At European level, the European Federation of Capitals and Cities of Sport awards the European City of Sport (EDC) award to the winning candidate cities.

In this way, the present study aimed to identify and characterize how the engineers who awarded this prize had for the development of local sport and its policies in the CED winning cities. To this end, a qualitative methodology is used, through interviews with sports policy makers in the municipalities of Guimarães, Maia, Gondomar and Braga, analysis of documents relating to candidacies for the CED award and respective final reports. The results obtained were based on the content analysis of these interviews and documents.

The results showed that: the municipalities fulfilled the objectives and activities programs encouraged in the candidacies; CED was important for the development of sport; the municipal sports policies were directed towards sport for all, with citizens being the main focus; after the year CED, sports growth in the municipalities was remarkable in several areas.

Thus, the CED determined a set of instructors that are reflected in the improvement of municipal sports policies. Of particular note is the sports offer for all citizens, the promotion of sport as a social enhancement factor in the community, the organization of numerous events, investment in sports infrastructure, and its international recognition.
